摘要:工程量清單計(jì)價(jià)是一項(xiàng)復(fù)雜的系統(tǒng)工作,比傳統(tǒng)的定額計(jì)價(jià)方法更趨合理、準(zhǔn)確、有效。是真正和市場經(jīng)濟(jì)體制相適應(yīng)的一種投標(biāo)報(bào)價(jià)模式,也是未來發(fā)展的必然趨勢。在工程量清單計(jì)價(jià)模式下,工程造價(jià)控制有許多問題有待深入研究和把握。造價(jià)人員要嚴(yán)格執(zhí)行《建設(shè)工程工程量清單計(jì)價(jià)規(guī)范》,做到客觀、公正、合理、準(zhǔn)確。作為國家標(biāo)準(zhǔn)的《建設(shè)工程工程量清單計(jì)價(jià)規(guī)范》已于2003年7月1日正式實(shí)施,其主導(dǎo)原則是“規(guī)定量、市場價(jià)、競爭價(jià)”。我們就清單模式下造價(jià)控制應(yīng)特別注意解決的幾個(gè)問題進(jìn)行交流與探討。

Abstract:The resilience detailed list counts the price is an item of complex system work,counts the price method compared to the traditional fixed quantity to hasten reasonably,accurate,effective.Is one kind of bid quoted price pattern which true and the market economy system adapts,also is the inevitable trend which the future will develop.Counts under the price pattern in the resilience detailed list,the project construction cost control has many question pendings to study thoroughly and to grasp.The construction cost personnel wants to carry out “Construction project Resilience Detailed list To count Price Standard” strictly,achieves objectively,fair,reasonable,accurate.“Construction project Resilience Detailed list Counts Price Standard” as the national standards to implement officially in July 1,2003,its leading or guiding principle is “the normal weight,the current price on market,the competition price”.We the construction cost control should pay attention to the solution on the detailed list pattern under several questions to carry on the exchange and the discussion specially.

工程量清單計(jì)價(jià)模式是指在建設(shè)工程招標(biāo)投標(biāo)中,招標(biāo)人按照國家統(tǒng)一的工程量清單計(jì)算規(guī)則編制工程量清單,投標(biāo)人則根據(jù)招標(biāo)文件中的工程量清單和有關(guān)要求、施工現(xiàn)場實(shí)際情況及擬定的施工方案或施工設(shè)計(jì),依據(jù)企業(yè)定額和市場價(jià)格信息,結(jié)合市場競爭情況充分考慮風(fēng)險(xiǎn),自主報(bào)價(jià),并通過市場競爭形成價(jià)格的計(jì)價(jià)方式。相對于傳統(tǒng)造價(jià)管理模式,工程量清單計(jì)價(jià)更趨合理、準(zhǔn)確、有效;改變了以工程預(yù)算定額為計(jì)價(jià)依據(jù)的計(jì)價(jià)模式,逐步形成了“市場
