摘要：本文對(duì)傳統(tǒng)項(xiàng)目評(píng)價(jià)的概念進(jìn)行了擴(kuò)充，提出了廣義項(xiàng)目評(píng)價(jià)的概念，將項(xiàng)目評(píng)價(jià)分為項(xiàng)目前評(píng)價(jià)、項(xiàng)目中評(píng)價(jià)及項(xiàng)目后評(píng)價(jià)三部分，并主要針對(duì)項(xiàng)目后評(píng)價(jià)的概念、特點(diǎn)及內(nèi)容進(jìn)行了詳細(xì)探討。
Research on Project Ex Post Evaluation

Abstract: Many project life cycles are similar from the start to the end, including project determination; and then undergoing the project definition, manning, resources allocation, work planning, executing operating and so on. There is a series of evaluation problems in each period. Obviously, these evaluation problems have their related evaluation theory and method system. The set of the theory and method will constitute the perfect system of Project Evaluation(PE). This paper extends the traditional concept and connotation of PE and presents the concept of PE corresponding the whole project life cycle, and divides it into Project Ex Ante Evaluation (PAE), Project Interim Evaluation (PIE) and Project Ex Post Evaluation (PPE), and mainly analyze the concepts, characteristics and contents of PIE.

一、項(xiàng)目評(píng)價(jià)的傳統(tǒng)概念
現(xiàn)代管理科學(xué)中的評(píng)價(jià)技術(shù)是指主體（管理者）對(duì)客體（管理對(duì)象），以確認(rèn)的某些標(biāo)準(zhǔn)為其度量尺度，采用相應(yīng)的科學(xué)方法來衡量這種管理對(duì)象，將所得到的結(jié)果與原先預(yù)定的目標(biāo)相比較，從而獲得最佳結(jié)果的過程。
我們知道多數(shù)項(xiàng)目從開始到完成都經(jīng)歷了相似的階段,包括從項(xiàng)目的立項(xiàng)開始,經(jīng)歷項(xiàng)目的定義、組織和管理人員的確定、資源分配、工作計(jì)劃、組織實(shí)施和投入運(yùn)行，直到結(jié)束的每一個(gè)過程。而項(xiàng)目經(jīng)歷的每一個(gè)階段都應(yīng)該有其評(píng)價(jià)的一系列問題，同時(shí)每一階段管理和實(shí)施的好壞本身也應(yīng)作為項(xiàng)目評(píng)價(jià)的內(nèi)容，很顯然對(duì)于這里描述的每一評(píng)價(jià)問題都會(huì)有一系列相應(yīng)的評(píng)價(jià)理論和評(píng)價(jià)方法，這些理論與方法的集合構(gòu)成了較為完整的項(xiàng)目評(píng)價(jià)理論與方法體系。然而從目前我國(guó)的情況看，人們對(duì)項(xiàng)目評(píng)價(jià)問題多集中在前評(píng)估上，對(duì)中評(píng)價(jià)和后評(píng)價(jià)則看的不是很重。另外雖然世界銀行、亞洲開發(fā)銀行等援助機(jī)構(gòu)對(duì)其貸款項(xiàng)目的項(xiàng)目評(píng)價(jià)已形成一套比較成熟的理論方法體系，但這套體系在國(guó)內(nèi)的使用效果卻不理想。究其原因是不符合中國(guó)國(guó)情。此外，隨著社會(huì)的發(fā)展，項(xiàng)目的種類和復(fù)雜程度都上升，項(xiàng)目管理工作越來越難做。因此，在這種情況下有必要對(duì)項(xiàng)目管理的主要理論之一─項(xiàng)目評(píng)價(jià)作進(jìn)一步探討。
