摘要：房地產(chǎn)開發(fā)項(xiàng)目在推動(dòng)城市經(jīng)濟(jì)和社會(huì)發(fā)展的同時(shí)，施工期和運(yùn)營(yíng)期產(chǎn)生的廢水、廢氣、噪聲及固廢對(duì)城市及周圍的環(huán)境造成不利的影響。因此，必須抓好房地產(chǎn)開發(fā)項(xiàng)目的環(huán)境影響評(píng)價(jià)工作。本文根據(jù)房地產(chǎn)開發(fā)項(xiàng)目的特點(diǎn)，闡述了房地產(chǎn)開發(fā)項(xiàng)目環(huán)境影響評(píng)價(jià)的內(nèi)容及重點(diǎn)，還簡(jiǎn)單論述了綠色房地產(chǎn)評(píng)價(jià)的相關(guān)內(nèi)容及建議。

Abstract: The property development project while impels which theurban
economy and the society develops, the waste water, the wastegas,
the noise which the construction time and the operation timeproduces

隨著我國(guó)人民生活水平的日益提高，人們不僅對(duì)住宅質(zhì)量要求提高，對(duì)小區(qū)居住環(huán)境、辦公樓環(huán)境也力求環(huán)境優(yōu)雅、景觀優(yōu)美；或者對(duì)酒店賓館的服務(wù)項(xiàng)目、檔次要求也越來越高。在此時(shí)機(jī)大大促進(jìn)房地產(chǎn)行業(yè)的興起，同時(shí)環(huán)境保護(hù)管理部門也對(duì)房地產(chǎn)行業(yè)開發(fā)建設(shè)項(xiàng)目的環(huán)境影響評(píng)價(jià)提出越來越明確的要求。
房地產(chǎn)開發(fā)項(xiàng)目環(huán)境影響評(píng)價(jià)是指對(duì)房屋建設(shè)過程（施工期）及房屋建設(shè)后居住、使用過程（運(yùn)行期）對(duì)環(huán)境產(chǎn)生的物理性、化學(xué)性或生物性的作用及其造成的環(huán)境變化和對(duì)人類健康及福利可能造成的影響進(jìn)行系統(tǒng)分析和評(píng)估，并提出減少這些影響的對(duì)策措施。
1 房地產(chǎn)開發(fā)項(xiàng)目主要環(huán)境影響
房地產(chǎn)建設(shè)項(xiàng)目對(duì)環(huán)境影響的主要方面分為房屋建設(shè)的施工期和房屋建設(shè)后居住使用的運(yùn)行期兩方面的影響。房地產(chǎn)開發(fā)建設(shè)項(xiàng)目的類型包括住宅、寫字樓、酒店、公寓、商業(yè)、金融等建筑工程。雖然不同類型的房地產(chǎn)開發(fā)建設(shè)項(xiàng)目的使用功能不同，但是對(duì)于環(huán)境的影響都是存在的。因此對(duì)于房地產(chǎn)開發(fā)建設(shè)項(xiàng)目必須綜合考慮自身及周圍環(huán)境的各方面因素，認(rèn)真做好項(xiàng)目的環(huán)境影響評(píng)價(jià)工作。
由于房地產(chǎn)開發(fā)項(xiàng)目周圍環(huán)境、建設(shè)規(guī)模、建設(shè)內(nèi)容等方面存在較大的差異，相應(yīng)的住宅小區(qū)建設(shè)項(xiàng)目的環(huán)評(píng)也不應(yīng)該千篇一律，而應(yīng)在全面完成環(huán)評(píng)導(dǎo)則和國(guó)家環(huán)?？偩?53號(hào)文等要求的內(nèi)容基礎(chǔ)上，根據(jù)本項(xiàng)目特點(diǎn)，重點(diǎn)突出污水處理及中水回用、供暖情況、施工期的環(huán)境保護(hù)、創(chuàng)建生態(tài)環(huán)保模范小區(qū)、小區(qū)綠化、原址土地利用狀況、商業(yè)網(wǎng)點(diǎn)建設(shè)要求和總量控制等內(nèi)容。
