摘要：本文對傳統(tǒng)項目評價的概念進行了擴充，提出了廣義項目評價的概念，將項目評價分為項目前評價、項目中評價及項目后評價三部分，并主要針對項目后評價的概念、特點及內(nèi)容進行了詳細探討。
Research on Project Ex Post Evaluation

Abstract: Many project life cycles are similar from the start to the end, including project determination; and then undergoing the project definition, manning, resources allocation, work planning, executing operating and so on. There is a series of evaluation problems in each period. Obviously, these evaluation problems have their related evaluation theory and method system. The set of the theory and method will constitute the perfect system of Project Evaluation(PE). This paper extends the traditional concept and connotation of PE and presents the concept of PE corresponding the whole project life cycle, and divides it into Project Ex Ante Evaluation (PAE), Project Interim Evaluation (PIE) and Project Ex Post Evaluation (PPE), and mainly analyze the concepts, characteristics and contents of PIE.

一、項目評價的傳統(tǒng)概念
    現(xiàn)代管理科學(xué)中的評價技術(shù)是指主體（管理者）對客體（管理對象），以確認的某些標準為其度量尺度，采用相應(yīng)的科學(xué)方法來衡量這種管理對象，將所得到的結(jié)果與原先預(yù)定的目標相比較，從而獲得最佳結(jié)果的過程。
    我們知道多數(shù)項目從開始到完成都經(jīng)歷了相似的階段,包括從項目的立項開始,經(jīng)歷項目的定義、組織和管理人員的確定、資源分配、工作計劃、組織實施和投入運行，直到結(jié)束的每一個過程。而項目經(jīng)歷的每一個階段都應(yīng)該有其評價的一系列問題，同時每一階段管理和實施的好壞本身也應(yīng)作為項目評價的內(nèi)容，很顯然對于這里描述的每一評價問題都會有一系列相應(yīng)的評價理論和評價方法，這些理論與方法的集合構(gòu)成了較為完整的項目評價理論與方法體系。然而從目前我國的情況看，人們對項目評價問題多集中在前評估上，對中評價和后評價則看的不是很重。另外雖然世界銀行、亞洲開發(fā)銀行等援助機構(gòu)對其貸款項目的項目評價已形成一套比較成熟的理論方法體系，但這套體系在國內(nèi)的使用效果卻不理想。究其原因是不符合中國國情。此外，隨著社會的發(fā)展，項目的種類和復(fù)雜程度都上升，項目管理工作越來越難做。因此，在這種情況下有必要對項目管理的主要理論之一─項目評價作進一步探討。
